I thought this was a pretty funny cartoon, Brian... I wonder how many people saw Susan Haight's story with the AP... if they did, I'm sure they'd agree. It really illustrates what an ... ahem ... "about-face" this policy decision is for the gov:

Rell's Anti-Billboard Creds Questioned

Gov. M. Jodi Rell may consider billboards to be "clutter," but her smiling face now appears on 21 across the state, and her administration is doling out grants to museums and attractions so they can rent space to lure visitors.

The Department of Social Services is planning a major billboard campaign in the coming months and the state lottery traditionally posts ads across Connecticut. The state also regularly accepts donated ad space on billboards for public awareness campaigns, such as slowing down while driving through work zones.

With the state's apparent embrace of billboard advertising, some in the business say they're confused by Rell's sudden decision last week to sign an executive order aimed at curtailing billboards in Connecticut.

"I'm very perplexed by the contradictory nature of the governor's statements and actions," said John Barrett, a partner with Barrett Outdoor Communications in West Haven.

The industry and its clients are gearing up to oppose Rell's order, which refers to billboards as "clutter." It halts any new contracts to build or maintain outdoor advertising on state property and stops the renewal of any existing contracts between the billboard companies and the state to lease the property. The order coincides with legislation Rell is proposing this session.

There are about 120 billboard spaces -- a figure that includes double-sided billboards -- on state property. That's a small percentage of the estimated 1,500 advertising spaces on billboards statewide.

A public hearing on Rell's bill is expected in the coming weeks.
