Just in case anybody forgot. There is no surplus. Whatever "surplus" we're supposed to have doesn't take into account all government expenditures or even the long term CT hasn't even tried to pay off. This "surplus" and the mythical "rainy day fund" are like if I had 10K in savings and 150K in debt. I can't go around saying I have a net worth of 10K. I don't. I'm in debt 140K.
Any moron out there involved in government or not who honestly thinks this "surplus" means we're in the black as a state couldn't be more wrong. They're most likely the same people who bought houses they obviously couldn't afford and are now struggling to pay since their ARM jumped.
Why are there so many ignorant buffoons out there?

You're certainly correct on the factual basis, but I think people have their own definition of surplus. They probably don't care whether the state pays off its debts. If there's money leftover after the annual debt service is paid (minimum credit card payment), then they want it back. Yeah, it's foolish, but it's a ton of money to spread around people who can't afford to fill their tanks or buy all the food they're accustomed to eating.
