It’s rare for a New England governor to comment on legislation pending before a legislative body in another state, but that’s what happened Wednesday when New Hampshire Gov. Margaret Wood Hassan encouraged Gov. Dannel P. Malloy to drop his support for renewable energy legislation.

(Updated 8:30 p.m.) The Senate gave its approval Wednesday to a bill that will codify how the state purchases renewable energy by maintaining a goal of buying 20 percent by 2020. But it wasn’t the goal of cleaner energy that had environmentalists concerned — it was the type of energy that would count toward that goal.

A day after her husband was criticized for holding a conference call that included investment bankers with an interest in Northeast Utilities, the National Republican Congressional Committee called upon U.S. Rep. Elizabeth Esty to return $3,500 in campaign contributions from Northeast Utility executives and lobbyists.

Department of Energy and Environmental Commissioner Daniel Esty said he had no intention of getting ahead of the legislative process when he spoke with a group of investors Tuesday, but the conversation delayed debate on legislation about Connecticut’s renewable energy strategy.

In order to give itself some breathing room, the Finance Committee restructured the state’s debt Tuesday in a way that also allows it to sunset the electric generation tax as promised.

When he unveiled his budget in February, Gov. Dannel P. Malloy offered a few new ideas to generate revenue, and at least one of those has been called “radical” by the senior citizen lobby.

Last week, Connecticut Light & Power officials asked regulators to allow them to increase their rates to recover $414 million for five major storms over the last two years, including Tropical Storm Irene and the October 2011 snow storm, which caused power outages that lasted more than a week for some customers and led to widespread criticism of the utility.
