Screengrab At a panel discussion in Washington, Gov. Dannel P. Malloy said he would like to see Republican support for banning high-capacity ammunition magazines, but said Democrats should “get it done” either way.

Legislative leaders have been negotiating for weeks to craft bipartisan gun-control legislation in response to the Dec. 14 murders in Newtown. Last week, Connecticut Against Gun Violence called out legislative leaders for allegedly waffling behind closed doors on banning existing high-capacity ammunition magazines.

According to the group, legislative leaders are settling on “grandfathering” existing high capacity ammunition magazines, and CAGV said that provision would make the ban useless since the magazines aren’t tracked.

Malloy, who spoke Tuesday at a forum hosted by the Center for American Progress, said people in Connecticut would like to see both parties agree on gun-control legislation. But he said he thought it was unlikely that Republicans would sign on to a limitation on magazines. He said it made “dealing with Republicans in the state all the more difficult.”

“I think that there is more than enough Democratic support. So my hope is we could do this on a bipartisan basis, but if we can’t do it on a bipartisan basis that we should get it done,” he said.

The governor called bipartisanship “a wonderful thing,” but he said the state’s response to the shooting should be meaningful. He said state officials have decided not to pursue confiscating weapons from gun owners, even if they ban the sale of those same weapons moving forward.

But Malloy said there should be no grandfather clause for ammunition magazines that can carry more than 10 rounds.

“The issue with magazines is very different. Number one, they don’t have serial numbers. They are ubiquitous,” he said. “If we’re to have effective limitation on the potential lethal impact of any of these instruments, it has to be along the lines of eliminating capacities greater than 10.”

Malloy said he was anxious to see the legislature take action on gun control, but would rather see them do it “right,” rather than quickly.

“If I have to wait till the first week of June to get a good package, then that’s okay too, as long as we hit these major issues,” he said.

The problem with the good Governor is that he starts out thinking that he is smarter than everybody else. Don’t be too surprised if Connecticut becomes a Republican stronghold in the years to come.

Unbelievable.  Malloy says he wants the state’s response to be meaningful.  How is it meaningful when absolutely nothing is being done about the mental illness problem?

When these laws are passed and only 10 round mags are available, what if a mentally ill person gets their hands on a gun with a 10 round mag?  Would you rather see that mentally ill person with a legal gun or would you rather see that person getting the help they need?

A couple weeks ago, a mentally ill grandmother killed her two grandsons with a handgun in the stoning ton area.  Where was the outrage?  Why weren’t any politicians standing on their pulpits preaching about mental illness.  No one said a word because she didn’t use a so called assault rifle. 

This is purely political.  Pathetic!

People in Connecticut think you should be ousted as Governor, but there may not be enough Democratic support for it.  Bipartisanship is a wonderful thing, but if we can’t get the left to sign on to your removal, we should get it done anyway…....

How meaningful can it be, if the ban will NOT SOLVE ANYTHING…  IT CREATES A LAW ENFORCEMENT NIGHTMARE ...

1) Every state in Nation, except NY; It is legal to buy/own even 100rd drum magazines…

2) How are you going to enforce inter-state commerce (this is the USA, CT is not a soveign nation)
3) How are you going to actually confiscate possibly a million magazines?
4)  Dont think confiscation of private property is going to hold up in court.  Especially since its only a plastic box with spring. Not itself a weapon.
5)  Dont think ANY law enforcement officer (not suicidal) is going to go door-to-door to confiscate plastic mags…
6)  Criminals will easily use high capacity against families with only 10rd capacity at home…
7)  Going to create an enormous underground network of people stashing plastic mags… and makng them felons?????

Malloy, dont you think the problem is felons using the guns (not law abiding citiz4ens)and do you think they care its illegal???  Especially when they are alreagy in the business of drugs, vice, gangs, etc…

You really want to tranfer resources that we dont have to do this?  We cant even stem the tide of crime in CT as is…  You think anyone who rapes, pillages, burglarizes, drug deals, racketeer, gang member is NOT going to buy/obtain a gun somewhere…  maybe in RI, or VT, or NH, or PA and its the same ole same ole…

Its too bad that its the same ole, same ole POLITICS MALLOY….  Spending way too much time in Washington…  Our state is in the dumps…  Businesses leaving…  Unemployment rising…  Debt burden climbing…  Services incl law enforcement rationing…

Hell everyones who dont leave the state will be holding the bag… 

The Malloy tax hikes, his budget crap game, his continued borrowing$$$ to stimulate job growth when he’s letting the entire historic small-mid size businesses in the Arms Mfg Industrey leave to Texas(where there is economic growth, no income taxes, no mass shootings and no gun laws) is just the reality…

JH1, this is my problem wiht all the grandstanding.  All the “not one more life” nonsense rhetoric.  If pols truly felt this outrage…where is the outrage against all the other things that maim, kill, or ruin the lives of children.  Where is the ban on high capacity alchohol magazines, for instance.  Alcohol abuse is the direct cause of more violence and psychological abuse against children than gun violence will ever be, yet we continue to tolerate it. Its all grandstanding and grabbing at a hot issue to insure reelection and it is disgusting.

well, i think we can all agree with the gov on this.  we need washington to act on this, one way or the other. it is a waste of time and effort for the states to do anything really - it will just end up being feelgood legislation that they can tell their unknowing electorate that they did something.

jh_1 is absolutely correct - without legislation that addresses the mental health issue the effort is pathetic.

man i cant wait for NOV 2014 to vote this fool out of office!!!!!!!!!!!! The Feds just dropped the AWB, I am an AMERICAN, and if other AMERICANS can own so called “assault weapons” (although they are NOT), then I as a CT resident should be able to own and keep mine as well!. Daniel… take a hike! After you ban magazines and rifles, and then these sad murders continue because you are not resolving the root cause, WHAT ARE YOU GOING TO BLAME THEM ON NEXT????

Love him or hate him, Gov. Malloy is moving us in the right direction on guns and this comment thread provides ample evidence of the presence of quite a few irrational gun owners here. Sorry to say it, but it’s true. A lot of the commenters here and elsewhere are irrational and making borderline threats.

Bipartisanship is a wonderful thing, but if we can’t get the left to sign on to your removal, we should get it done anyway…....

I hope you’re all aware that law enforcement can figure out who you are even if you post through an anonymous email address or on a public computer. You’re not anonymous. Period.

The commenters on this article are nothing more than frustrated gun owners that are watching the state’s politicians push feel good legislation only at the expense of law abiding citizens.

There isn’t a gun owner I know who didn’t shed tears over the Newtown massacre and most of them want something done to reduce or prevent violence in general. 

However, most gun owners seem to be more rational in that they know the way to truly solve a problem is to go after the root cause (the people), not the tools (choice of weapon to carry out the crime). 

Take away guns and the criminals or mentally ill will still find another weapon to carry out thier crimes or sick and twisted fantasies.  I know the argument people will make on this…. at least someone could take fewer lives without guns & if only one life can be saved, blah, blah, blah.

I’d rather see that criminal or mentally ill person taken off the street and not take any lives instead of simply reducing the lives lost by one or two.

Finally, to Gutbomb86, don’t falsely accuse commenters of making criminal threats.  No one is threatening anything other than exercising thier constituitonal rights and voting these policticans out of office in the next election cycle.

Read this one snippet below and then tell me who the threat is to this country? People on this board who are angry because they are awake? Or would it be people who just dont want to believe? Or maybe you are one of the Obama people whose actual paying job it is to spread the Obama message on message boards.

All I, and many millions of others want is answers. Looks like Congress is now jumping on board and wondering about this. Do you not wonder about this? Are you tied into high levels of the Federal government and you know its absolutely nothing?

Gutbomb are you aware that people who have told other people not to worry about “the state” but if you step out of line that they will get you are more tied to being responsible for mass murders in this century than people that get angry at the government?

Congressman Leonard Lance (R-NJ) has come out and demanded that Homeland Security Secretary Janet Napolitano explain why the Department of Homeland Security has been engaging in huge amounts of purchases of ammunition over the past year. Rep. Lance has called on Congress to get involved in ascertaining DHS’ stockpiling of ammunition which is enough to wage a 20 year plus war, which has most certainly caused a shortage in the public market.

Mallloy has so little support and respect from his own party in the state they have not been able to even bring a bill to the floor.

Crime is on the rise…  Every day I see crimes that towns just cant seem to solve…  ATF is still trying to find the 1,300 weapons LOST in sting-gone-bad (Fast & Furious)...  Literally every day I see in Bridgeport/NHaven/Norwalk/Stamford that some kid was using a gun (obviously illegally obtained)... State budget, economy, jobs all uncertain… 

The US GOVT will NOT PASS ANOTHER AWB & MAGAZINE BILL…

Think its a good idea to spend time/resources/effort on something that just infuriates conservatives in CT?  I’m actually not a conservative and am infurious no so much about the AWB issue, but the $$$ that this govenor is squandering, all the efforts post-Newtown that just doesnt address real issue (Kids & Guns, Kids & Drugs/racketeering/Gangs, Mentally Unstable)...

Losing jobs in a state that historically builds weapons (thru Malloy’s AWB & Federal Sequseter). We cant afford to keep borrowing for Malloy to give out as incentives & claim he created jobs (When we are losing thousands of jobs in Arms Mfg)... This is a fiscal balloon thats going to pop…  NY, CA, IL & USA can still borrow because the tax/population base is so large…  CT CAN NOT AFFORD TO…

I dont think anyone here is threatening violence…  MAYBE JUST CALLING OUT THE DEMAGOGUES & HYPOCRITES…
