Nappier Sends Letter to Rell Clarifying Cash Flow Comments

State Treasurer Denise Nappier, who didn’t stick around for the question and answer session Tuesday after the Bond Commission meeting, sent Gov. M. Jodi Rell this letter Thursday clarifying the state’s cash flow position. The state’s cash flow was questioned by Republican lawmakers, who said it looks like the state is borrowing money to cover its operating expenses under the guise of funding capital projects.
