Bad weather, mechanical problems, U.S. Customs rules, and communication failures all contributed to a more than four-hour delay between the landing of a Virgin Atlantic flight diverted to Bradley International airport to the deplaning of 300 passengers.

The report, which Gov. M. Jodi Rell requested, doesn’t place blame on any of the groups involved, but it gives a detailed account of what happened on June 22 and 23.

I asked the same thing. Nobody is giving up anymore than the document above. No one is talking either. Heard the governor sent one report back before this one, but have been unable to confirm it.
