The House voted on budget that increases spending in the first year by about 8.8 percent and 4 percent in the second year.

The actual printed bill was released about 10:30 p.m. last night because lawmakers were still the negotiating the fiscal impact of language that would permit 16 and 17 year olds to be tried in most criminal cases as juveniles instead of adults. The snag took Democratic lawmakers by surprise and drove a wrench into the estimated 6 p.m. Friday start time.

But Democratic lawmakers and Gov. M. Jodi Rell ended up working out a deal and getting a bill passed around 2:30 a.m. Saturday morning. Based on the timing of the vote the state Senate which was expected in on Saturday morning postponed its budget vote until Monday.
