Republican leaders are upset that the resolution convening the special session, which has yet to be called in either chamber of the General Assembly, does not allow any amendments to be called.

That means Republicans will be unable to bring up their alternative budget proposal or amend the municipal conveyance tax.

The special session resolution states that only “a bill solely limited to,” each of the items expected to be addressed. The items included in the call are the municipal real estate conveyance tax, a deficiency appropriation to bail out the University of Connecticut Health Center, halting the scheduled increase in one of the states two gas taxes, and believe it or not, ethics reform.

A majority of the membership in each chamber needs to agree to these terms before the session will begin.
